Fatal bar break shooting in downtown Anchorage spurs more police patrols and overnight no-parking policy

A fatal shooting outside the Gaslight Lounge in downtown Anchorage early Sunday has prompted increased police patrols and an overnight parking ban along the West Fourth Avenue block that includes the bar.

The Anchorage Police Department announced the change Wednesday afternoon.

Video footage provided by the Gaslight shows a man in a hoodie and face covering appearing to open fire on multiple people outside the bar before 3 a.m. Sunday.

The video also shows a security employee grabbing a tactical rifle from the trunk of a nearby car and firing on the apparent shooter, who was pronounced dead at the scene. Three others were wounded, according to bar owner John Pattee: two security employees and a patron grazed by a stray bullet that penetrated a window.

Police identified the man killed as 23-year-old Leroy Manogiamanu. They estimated there were roughly 100 people in the area when the shooting took place just before bar break, when establishments must stop serving alcohol.

Police on Wednesday said that in the wake of the shooting, weekend patrols will double in size from four officers already assigned to a total of eight officers on patrol during peak hours. The addition is temporary and expected to last for the next several weeks, they said.

Beginning Friday, parking meters on West Fourth Avenue between G and H streets will be blocked off from 10 p.m. until 6 a.m. on Friday and Saturday nights “to reduce late-night congregation and improve safety for pedestrians and patrons,” police said in a statement.

The Gaslight is located along that block, along with the Pioneer Bar.

Gaslight owner Pattee said in an interview Monday that prior to the shooting, he started working with police Chief Sean Case as well as local business owners and Alaska Hospitality Retailers to address the issue of crowding on the street in front of the Gaslight.

“People not even my customers park their cars out front, they drink, sit out front,” Pattee said. “I don’t know who they are.”

The person who appears to be the shooter in Sunday morning’s incident did not appear to go into the Gaslight in videos of the incident. Pattee said he and another man who could be seen walking past the bar together were never inside that night. Two women associated with the men were denied access around midnight, he said.

The bar, situated across the street from the police department’s administrative headquarters, has been the location of numerous bar break brawls over the years, including one just over a year ago outside the Gaslight that left one man dead and another wounded. A woman was charged in association with a fight outside the bar that led to the shooting.

Police had already been preparing additional safety measures before the shooting occurred, they said in the the statement. “APD is now accelerating and proactively expanding those plans,” the department said.
